The City of Saco, Maine in York County has a population of 17,000 and has become a popular vacation stop on the East coast for individuals and families that want to take advantage of the scenic beach front views of the Atlantic Ocean. Travelers have found themselves enthralled by Saco’s culture and contemporary landscape as they travel along the elegant coastal shores that have made Maine a popular tourist destination over the years. Saco, abundant with natural resources, has for many years been a destination for hunters and fishermen to partake in their trade since the early 17th century. Main Street in downtown Saco is home to elegant shops and boutiques, plus a wonderful view of the Saco River.
General Code has been working with the City of Saco, Maine for over 9 years. Our mutually beneficial and ever expanding relationship started when Lucette Pellerin, City Clerk, contracted General Code to provide our codification services to the City.
In conjunction with receiving General Code’s Code book product, the City of Saco also took advantage of our electronic Code options, PC/CodeBook and E-Code, for access to the city’s Code on their computer network and Web site. Ultimately, this has reduced the number of paper copies of the Code books needed at City Hall.
Lucette states, “Since all of the city’s department heads were computer literate, the transition for them to obtain information internally directly from their computer workstations has provided simple, fast and easily searchable access to the city’s laws without the need of thumbing through a book.” Since the adoption of the electronic products, the City of Saco has seen a reduced number of citizens coming in to City Hall to obtain information from the Clerk’s office. When the city staff receives an inquiring phone call, they can simply send their constituents to their Web site where the citizen’s have the ability to access any information and documentation needed, and then print that information to their home or office computers. The end result of this efficiency is that Lucette and her team are allowed to concentrate on the mandates that keep them busy throughout the year without ancillary diversions.

General Code’s services have helped Lucette and Deputy City Clerk Michelle Hughes to eliminate hours of rummaging through paper documents to find resolutions they need access to on a daily basis. When asked about General Code and our services, Lucette replied, “General Code has always been good to us and their service has been outstanding. When I need customer service, I can call General Code and they respond in a timely manner.” She adds, “I have been working with Jan Medina (General Code Customer Service Representative), for many years now and she has always been there for me in my time of need. Most recently, General Code has been contracted by the City of Saco to provide a document management solution powered by the award-winning Laserfiche® document imaging software. This application resides on the city’s internal network and allows them to scan and import paper documents into electronic files for easy computer access to the information they contain.
Our Laserfiche document management solution will initially be installed in the City Clerk’s office for electronic access to vital records, meeting minutes and archival documents. Bill Leary, Director of MIS for the City, states, “We plan on utilizing the application initially in the Clerk’s office and then expand use of the software’s capabilities throughout the various departments in City Hall to provide all our staff with information that is fast and easy to access to enhance their daily job experience.”
The City of Saco, Maine is considered a technologically progressive community, and they have been improving and enriching the experience of both city employees and members of the public for several years. Recently, a wireless network was installed for Internet access in the city’s robust downtown area. Technology has helped make them a magnet for industrial growth and wealth. The city plans to continue leading by example and making the working and living experience in the City of Saco unsurpassed!
