Laserfiche® for Smaller Communities
For anyone who thinks their community is too small to benefit from Laserfiche, Cindy Hegglund is here to tell you to think again. Cindy is the Clerk for the City of Edgerton, Wisconsin where the population just crossed the 5,000 mark, with a total of 5,011 residents.
Cindy has been the Edgerton City Clerk for many years and is active in the Wisconsin Municipal Clerks Association, having served on the Executive Board and continuing to serve on committees. Working for a smaller community often
means working with little or no staff. Cindy’s responsibilities include being a resource for residents’ inquiries, handling employee benefits, preparing budgets, working on elections and more. Cindy recognized at an early stage that she needed to be efficient if she wanted to get all of those things done. That is when she realized Laserfiche could help her.
Cindy was often faced with time-consuming requests for information. Staff turnover meant that there was no one with “institutional memory” who could remember when a particular topic was addressed by the Board. Cindy’s Board was also aware of this problem, and readily agreed to purchase Laserfiche in order to aid the information search process. All minutes and ordinances from 1990 to the present were scanned into Laserfiche and the benefits were immediate.
“What really helped was being able to quickly search the Plan Commission minutes,” says Cindy. “The minutes include conditional use permit information and annexation histories that we often need to check.” The minutes that Cindy has found are most useful to include in her Laserfiche database are those from boards
that can make decisions on their own, such as the City Council, the Utilities Commission and the Redevelopment Authority. Next, she would like to start scanning in building permits. She notes that any community faced with budget constraints and staff reductions could benefit from the time-saving features Laserfiche provides.
Cindy’s ability to recognize how useful Laserfiche can be for small communities earned her the Pioneer Award from Laserfiche. Cindy’s award was presented at the 2005 Wisconsin Municipal Clerk’s Conference in Appleton.
