General Code provides Lockport, NY with an integrated document management and GIS software solution
Use of ESRI’s ArcView GIS mapping software dominates the municipal landscape. The same is true for Laserfiche® document management software. General Code has recognized a unique opportunity to connect two of the most important resources of municipal information to provide municipal officials with the ability to easily draw data from maps and related documents simultaneously. Understanding the benefits of such an integration to our clients, our Laserfiche experts created a highly effective ESRI/Laserfiche integration. This fluid link between the two software systems allows users to maximize their investment in technology while they increase office productivity and service to their communities.
The town of Lockport, New York was among the first municipalities to use General Code’s integration system as part of a multi-phase program to enhance accessibility to municipal information. Nancy Brooks, Lockport’s Town Clerk, led the first phase, including the installation of Laserfiche software in the clerk’s office as well as other departments. With Laserfiche installed and training provided, Nancy’s document management team immediately began working on scanning meeting minutes and local legislation. Nancy established a goal to add all town easements to the Laserfiche system to support Lockport’s Building & Assessing Department and enable the GIS integration process. Document scanning proceeded according to schedule, and Lockport began the process of integrating their ESRI ArcView 8.3 GIS system with Laserfiche.
John Shoemaker, Lockport Deputy Assessor and GIS Coordinator, was the point person for the integration team and worked closely with General Code’s Laserfiche experts. The integration plan is designed to allow the members of the Building and Assessment departments to access deeds, surveys, building sketches, photos, and real estate transfer forms quickly and easily. The system will allow users to click on their desired parcel map in the GIS system, and then click on the related documents they need through Laserfiche. With just a couple of clicks of a mouse, the integration software connects Lockport staff to the maps they want, with the document-based information they need. It’s easy, convenient, and it speeds response times to resident requests while making the Building, Assessment and Planning offices more efficient.
John Shoemaker: “Lockport is one of the fastest growing communities in Niagara County. Last year alone, more than 120 new homes were constructed in our town. Our department handles an enormous amount of paper, gigabytes of data, and continuous requests for parcel maps. I spend from five to ten hours a week just processing map requests, so you can see how important it is that we leverage the technology we’ve invested in, and integrate our GIS with our document management system.”

When we customize an integration for a community, we see how critical document management really is for a wide range of their municipal departments. Not only does the integration save time and effort in the office, but it also protects valuable original documents from constant handling and the chance that they might be lost or misplaced.”
