Phillip has been the Village Clerk/Administrator for 20 years and has led the Village from a small village of 3,000 population to a rapidly growing village of 13,700. Phillip's efforts in organizing the administrative team and work with the Mayor and Council in planning financially with a 20 year plan, and being instrumental in the development of a 40 year water plan and infrastructure plans for water, wastewater and streets as well as having comprehensive plans for zoning and land use has enabled the Village to grow in an organized manner. Developers know what is expected when they come into the Village to develop a parcel of land. Phillip is also responsible for running all of the Village elections and has done so throughout the years without any problems.
