Joyce has held the position of Mt. Sterling City Clerk since 1990 and became a Certified Clerk in 1994. Joyce is very active and a well respected member of the Kentucky Municipal Clerk's Association, in which she currently serves on the Education Committee. Recently, Joyce became certified as a Master Municipal Clerk and has obtained a Gold Level status in Leadership training through the Kentucky League of Cities.
