In addition to the formidable duties of the clerk (issuance of licenses and permits, bidding of public contracts, animal control, overseeing election sites) she also serves as Clerk of the Common Council (which can be an extremely divisive group). I'm nominating Tonni because she has assisted municipal Clerks all over the State of Michigan for over 20 years. Her knowledge of State Election law, organizational techniques, etc. is not only outstanding but she has always shared tips on how to have the Clerk's office function in the most efficient and best way possible. In Michigan, we have the State's Qualified Voter File. Tonni lead her City as a pilot community where she worked many bugs out of the system in order to benefit almost 500 other Clerks from around the State. This system is now operating very well and meeting the election needs of all our communities.

On December 14, 2000 the Ansonia City Clerk's office was devastated by the unexpected death of City Records Administrator Ann Marie Glenn. At a time when Madeline and her staff had to endure tremendous shock and personal grief not once was the professional link between our citizens, our local government bodies or any other officials or agencies they serve ever compromised. As would be expected, in her 25 years as an honored and respected employee of the City of Ansonia, Ann Marie touched many lives and her loss has created a great void in the City Hall community.

I proudly commend and express thanks to Town and City Clerk Madeline Bottone, Assistant Clerk Linda Van Valkenburgh, City Records Administrator Janice Mitchell and Clerk Betty Windisch for the vital services they perform every day and would like to recognize them for their exemplary dedication to our citizens. Linda strives for education of our clerks. This is evident in her support of continued education at the state and international level(IIMC). She has received her certifications from Maine and IIMC. She is working toward the continuing certification process of IIMC.

Linda is a recipient of Maine Clerk of the Year and Lorraine M. Fleury Award for excellence in elections.

She has served her local, state and regional associations in many capacities.

For several years, Linda has lobbied on behalf of the Maine clerks. She has served as the chairman of the MTCCA Legislative Policy Committee. Linda has been successful in presenting the views and concerns of Maine clerks in a professional manner. She has gained respect of legislators throughout the state.

Linda is the clerk in one of the largest communities in Maine. She is affiliated with several community boards.

As Linda continues "up the ladder" of our state and regional associations, she continues with new and innovative ideas. We are very lucky to have her representing us so well.

Janice has served in the Warren County Administrator's Office for almost 16 years. During this time she has served as the Deputy Clerk of the Board of Supervisors. Her duties include taking minutes of Board meetings, handling correspondence, answering questions from the general public, the media and appointed and elected officials.

Over the years, Janice has become extremely proficient in performing her duties for the County. She is a tremendous asset to our staff. She has endured the "changing of the guard" as the County Administrator position has changed over three times in the last five years. In addition, we have also relocated our administrative offices. Through all of the change, Janice has provided stability to our department. This, in turn, has enabled us to provide consistent service to our constituents.

Lauri Draper-Jones has worked for the City of Crawfordville, GA for about a year and a half. During this time she has to be the woman in the middle in most, if not all, of our city day to day operations. During that time, Mayor, Council members and citizens have enjoyed the rewards of her efforts. Yes, we know she is not perfect, and we know we cannot build a shrine in her likeness. We also know she won't work for free. Well two out of three ain't bad. Nevertheless,we would put her efforts and accomplishments up against anybody in the state. Accomplishments include, and are not limited to, taking over a clipboard and paper operation and yes no pen and making us look like somebody is keeping track of things around here. And when the Mayor and Council came into office, things all of sudden looked as those they could go to Hades with our water system and they did. Lauri worked with that, plus a couple of grants that we had to have to keep things going around here. GMA, we are talking about a city who's customers generally didn't know things were broke, they just knew nothing worked. .

While having over thirty (30) years of experience in Town Government, Eunice still maintains the highest degree of compassion and concern for any one in need. While it is well known that the job of a Municipal Clerk is very demanding and hectic, Eunice makes herself available to any one in need. In fact, her favorite phrase is "I'm only a phone call away!" She means it! Eunice not only dedicates herself, selflessly, to the Town residents, she also is very involved in various community organizations. Recently, she was the recipient of the Employer Excellence Award given by ARC (Association of Retarded Citizens). Although her accomplishments are man, her humble persona is reflected in the way she embraces each new day as a gift to be shared.

Richard "Fritz" Falanka has been Village Clerk for over 25 Years and during this time fully automated the Clerk's office. He has also served as interim Village Manager on three separate occasions.

Having been born and raised in Port Chester, Mr. Falanka has been involved in many community activities.

He serves on the Board of New York United Hospital Medical Center, Don Bosco Community Center Board of Directors, past president of the Port Chester Babe Ruth League and Port Chester - Rye Brook Council of Community Services.

Mr. Falanka professionally has served as Treasurer of the NY State Association of City & Village Clerks, the Affiliate Representative on the NYCOM Board of Directors and as Region I Director for the IIMC. Mr. Falanka was also the co-founder and first president of the Westchester County Clerks & Finance Officers Association.

Mr. Falanka has always been willing to extend himself to assist and guide other Clerks throughout the State and Country.

Richard was appointed Village Clerk of the Village of Port Chester in May of 1977 and has served the Village for the last twenty-four years. He has the ability to be more than just the Village Clerk, serving as Acting Village Manager twice in the last five years and by being appointed Assistant Village Manager in 1999.

Richard has been a member of the International Institute of Municipal Clerks since 1985 and served on the IIMC Board of Directors as Region I Director. He is a member of the New York State Association of City and Village Clerks and was awarded the Clerk of the Year Award for the State of New York in 1996. Richard was also a co-founder of the Westchester County Municipal Clerks and Finance Officers Association which started in 1984 and served as its first president.

Finally, Fritz, as he is called by all of his friends, is a great boss. I was very fortunate to have been hired by him four years ago. I and countless clerks throughout New York State have learned greatly from his vast knowledge.

Patricia Haaf has brought this office to it's greatest level of efficiency ever. This is no easy task here in the Town of Fallsburg where politics and money make all the difference. We have computer programs and new filing systems here in the office that really allow us to put our finger on most any document needed. Working with Pat and watching her interact with the public in such a caring way is really something to see. There is never a time when Pat turns a customer away. She always tries to find a way to help the people get what they need. Never before have I had the opportunity to work for such a genuine, caring, honest person. She works hand in hand with me and all the employees of the town. Pat is always here in the office. She definitely is no "PART TIME" Clerk. Pat never compromises her position. She has a staff of two who work well together in meeting the financial obligations of our community. She continually strives for efficient and effective accounting procedures.
